How can you tell if a city has vitality？ The answer， as some people believe， is that a city of vitality gives people prospects and hope.

And that explains why the Berkshire Hathaway Corporation，opened its office in Chengdu earlier this year.

So far this year， three Fortune Global 500 companies have set up offices in Chengdu， bringing the total number of Fortune Global 500 companies settling in the city up to 271. The majority of the 271 companies are from the G20 countries.

Chengdu is one of the country’s busiest commercial hubs. The city’s central business district is a showcase of Chengdu’s prosperous and fashionable commercial activities. Adjacent to the ancient Daci Monastery and Chunxi Road CBD， Sino-Ocean Taikoo Li Chengdu blends the old and the new， a good example of cultural vitality stimulating economic vitality.

A plenty of cultural relics sites including Jinsha Site Museum， Wuhouci Shrine， Du Fu’s Thatched Cottage Museum， are representatives of Chengdu’s local essence and cultural vitality.

The G20 Finance Ministers and Central Bank Governors Meeting is held July 23-24 in Chengdu and provides a great opportunity for the world’s leading economies to discuss ways to strengthen the global economy， improve financial regulations — the keynote issues for rejuvenating social and economic development across the world.

And these are the issues that set up resonances in Chengdu， a city with the opening mind， vibrant economy and the intention to embrace the cultures of the world.

如何衡量一座城市的“活力值”？

有人说，活力之城就是未来之城，望得到前景，能预见远景。

或许股神巴菲特对成都“活力值”进行过一系列量化评估，才最终在全球博弈的棋局中落定一子——今年一季度，巴菲特任CEO的美国伯克希尔—哈撒韦公司落户成都。

而这只是今年一季度“落子”成都的3家世界500强企业之一，至此，共有271家世界500强企业落户成都。其中境内企业69家，境外企业202家，企业数量、投资额和行业领域继续雄踞中西部城市之首。

细数这271家世界500强企业，不难发现，绝大多数都是来自G20成员国。这既是成都经济活力的生动体现，也是成都开放活力的一个“缩影”。

无商不活，是一句老话。作为经济活力的指标之一，商业繁荣就像是城市注入的一剂“兴奋剂”，最能看出城市的活跃度。在成都，大大小小的商圈不仅遍布全域，更是高端云集。

传承上千年的大慈寺飞檐翘角、庄严古朴，矗立在繁华的红星路商圈。站在森严的寺门一眼望去，是一片仿唐庭院式建筑群的太古里和一派现代建筑风格的国际金融中心，人流不息、灯火通明。而在这片繁华热闹下的佛寺古刹却更显静谧。

这是现代商业和历史文化的完美融合，也是文化活力激发经济活力的优良“范本”。

游走在成都的大街小巷，这样的“范本”并不是孤例。金沙遗址、武侯祠、杜甫草堂、望江楼等文化遗迹让成都保有蓬勃的文化活力，有述说不尽的城市故事和源源不断的创作源泉。

当然，城市的活力因子远不止此。更为重要的是如何让这些活力因子充分活跃起来，拉动经济增长、促进社会发展呢？这可以说是一个全球性的命题。

本次在成都举办的G20财长和央行行长会议无疑契合了时下的这一全球 “节拍”。会议以“共促增长、共担责任、共建治理、共享发展”为主题，将围绕全球经济形势、增长框架等议题深度探讨，由此可见各国金融“头脑”聚蓉的目的所在：为处于深度调整期的世界经济寻找动力、释放活力。

最大程度激发城市活力，挖掘城市发展新动能，当下成都与全球同频共振。从深化商事制度改革、加快投融资体制改革到正在系统推进的全面创新改革试验，成都可谓探索诸多，收获颇丰。
